Fandom equals Mafia? IT WORKS

seize's In Good Conscience yet? The story is meant to explain how we got from "Cyberwoman" to the end of "They Keep Killing Suzie" and deals almost entirely with Jack and Ianto, with occasional appearances by the rest of the team. The characterization and writing are great and there's just enough added twist to the setting to make the story stand out on its own. So go read it!
